    Congress passed Section 504 of the Rehabilitation Act in 1973.  It was intended to be civil rights legislation for persons with disabilities and focused on employment issues.  It was modified a few years later to include school issues.

    For public schools receiving federal funds, Section 504 prohibits discrimination against students and employees who may be eligible for protections under the act.
